European Comparitive Indicators Tool

The European Comparative Indicators Tools allows users to make comparisons between the E 27 countries and Norway on a range of indicators including:

• Population
• Education
• Health

• Agriculture and Fisheries
• Transport

• General Demographics (Total Population, Age Bands, Dependency Rates, Religion, Marital Status etc)

• Economy (Labour Force Participation, Economic Dependency, Industry of Employment etc)

This mapping tool has been designed for the Cross-Border area of Ireland and is based on two seperate geographical units. The Republic of Ireland has been mapped using EDs and Northern Ireland has been mapped using Wards.

In 1995 the Irish Central Border Area Network (ICBAN) was established as a network of councillors from the central Ireland/Northern Ireland border area with one common aim: to respond to the unique economic and social needs of the Central Border Region. The ICBAN region is an amalgamation of the following counties and districts:

• Cavan County Council
• Cookstownm District Council
• Donegal County Council
• Dungannon & South Tyrone Borough Council
• Fermanagh District Council
• Leitrim County Council
• Monaghan Councty Council
• Omagh District Council
• Sligo County Council

Part-financed by the European Union's INTERREG IVA Programme, managed by the Special EU Programmes Body (SEUPB), ICBAN are currently involved in a Data Capture Project as part of its wider Spatial Planning Initiative being taken forward for the Central Border Region.

This work involves collating relevant information, identifying and addressing information gaps and creating a legacy for accessing the data for the Central Border Region across both jurisdictions. This project proposes to develop comparable relevent datasets for both sides of the border. This will ensure that these data sets can be better utilised at local, regional and national level on a cross border basis. There is a tremendeous amount of data in the public domain, which needs to be sifted, challenges, analysed and tailored towards the needsof the Spatial Planning Initiative.

ICBAN have partnered with AIRO for the initial stages of this Data Capture Project and have developed a series of comparable cross-border census variables for the whole of the ICBAN region. This data is available at ED level in the Republic of Ireland and at Ward level in Northern Ireland. In total 62 variables are currently available under the following themes:

• General Demographics (Total Population, Age Bands, Dependency Rates, Martital Status)
• Housing, Travel and Transport (Cars per HHlds, Distance to Work, Mode of Travel, Mode of Transport)
• Economy (Labour Force Participation, Economic Dependency, Industry of Employment)

Regional Mapping Modules have been produced for every NUTS 11 and NUTS 111 region within the Republic of Ireland. Data is available at electoral division level (ED) within each module.

New Ways of Mapping Social Exclusion in Kilkenny County - a pilot study for rural counties

A number of different mapping tools are available to policy makers and researchers in Kilkenny:

Kilkenny City Small Areas - Live Register Module
Concerning the 103 Small Areas within Kilkenny City and Environs. Unemployment Benefit data is available detailing the type of payment, gender, age group and length of time in receipt of social welfare benefit.

Kilkenny County Small Areas - Accessibility Module 
Average distance has been calculated from each Small Area in Kilkenny (377) to a wide range of public facilities within the county - Health, Education, Public Services, FAS, Recreation, Community and Public Transport.

Kilkenny Social Inclusion - ED Mapping Module 
Census and Non Census data is available here at ED Level. The following themes are covered using Census data from 2002 and 2006: Population, Age, Dependency Ratios, Marital Status, Nationalities, Labour Force Groupings and Economic Dependency, Industry of Employment, Education Levels, Transport, Social Classes, Households, Travellers, Disability, Housing, and the SAHRU Deprivation Index. Non Census data available includes date regarding the Live Register at an ED Level, this data concerns the Type of Payment, Gender, Age Group, and Length of time claiming Social Welfare Payments.

Southside Partnership Mapping Module

The overall aim of the Southside Partnership Mapping Module is to highlight the potential of mapping social inclusion data at a local level to improve decision making, planning and monitoring. To date government departments have yet to develop proper and integrated data management systems and as a result planners and researchers are unable to benefit from the detail that is held within administrative datasets.

Data available within the Southside Partnership includes the Live Register Data aggregated at an ED/EA Level. 

Varaiable available in the data includes:

• Length of Time of Claim
• Previous Occupation

Western Development Commission

The Western Development Commission (WDC) is a statutory body that was set up to promote both social and economic development in the Western Region (Donegal, Leitrim, Sligo, Mayo, Roscommon, Galway and Clare).

The following themes are covered using Census data from 2002 ,2006 and 2011: Population, Age, Dependency Ratios, Marital Status, Nationalities, Labour Force Groupings and Economic Dependency, Industry of Employment, Education Levels, Transport, Social Classes, Households, Travellers, Disability, and Housing.

Crime Mapping Toolkit

This is the first time that recorded crime incidents and offences have been made readily available in an interactive and easy to use mapping interface in Ireland. The data on the mapping toolkit has been sourced through the CSO and An Garda Síochána and originally comes from the PULSE system. It is hoped that the AIRO project will receive further updates once new data has been released by the CSO.

What data is available?

The toolkit has two main sets of data available to users – a very detailed set of crime categories at the Garda Division level and then a trimmed down set available at the much more detailed Garda Station spatial scale. The crime categories are based on the Irish Crime Classification System (ICCS).

At the Garda Division level (28 across the country with 6 in Dublin) the information available is very detailed with 57 crime categories classified under 14 themes such as Homicide, Sexual Offences, Kidnapping, Controlled Drug Offences, Robbery, Burglary or Public Order Offences. Each theme is then further sub-divided into more detailed categories. For instance, Public Order Offences contain six crime categories – Disorderly conduct, Trespass offences, Liquor licensing offences, Prostitution offences, Regulated betting/money, collection trading offences and Social code offences (n.e.c). Although the data available here is very detailed and relates to quite specific crime categories it is only available at a broad spatial scale, counties Cavan and Monaghan for instance comprise a single Garda Division. This data is available from 2004 on a quarterly basis.

The second set of data on the tool is available at a much more detailed spatial scale with information available for 704 Garda stations across the country. For instance, within county Clare data is available for 24 different Garda stations. Due to the sensitive nature of crime data and potential confidentiality issues when mapping at such a micro spatial scale the level of detail available is far more generalised. Following strict data protection protocols the CSO have only been able to make station level data available for 10 different aggregated categories - Attempts/Threats to Murder, Assaults, and Harassments; Dangerous or Negligent Acts; Robbery, Extortion and Hijacking Offences; Burglary and Related Offences; Theft and Related Offences; Fraud, Deception and Related Offences; Controlled Drug Offences; Weapons and Explosives Offences; Damage to Property and to the Environment; Public Order and other Social Code Offences. Crime data on particularly sensitive offences such as Homicide, Sexual Offences and Kidnapping have been excluded at the station level in order to protect individual rights to privacy. This data is available from 2004 on an annual basis.

The mapping Interface will initially open at the Garda Division level, crime categories can be changed by clicking on the Select Crime Data tab. To load the Garda Office level data users are required to click the Change Geography tab and select Station. This will load all Garda Stations and associated data. Users can also zoom to specific stations in areas of interest by using the Zoom to District or Division.

Electoral Constituency Modules

AIRO Electoral Constituency Modules have been designed to provide a detailed socio-demographic profile of all 43 constituencies in Ireland.

The data used in these profiles generally comes from Central Statistics Office (CSO) Census outputs and is available for 2002 and 2006 at Electoral Division level(ED). Irish Famine Atlas 

The Irish famine atlas provides population data for all 32 counties within the Island of Ireland from 1841 to 2002. Data is available at Electoral Division level, at a consistent set of 3432 EDs, which is based on the 1851 Electoral Division boundary set. The data used in this population atlas is from 16 censuses, taken in both the Republic and the North of Ireland between 1841 and 2002. Please scroll to the bottom to choose a county

Additional research has also been undertaken by the National Centre for Geocomputation (NCG) that examines the spatial variations in population change at electoral division (ED) level and the extent to which features of the social and natural landscape can be identified and statistically analysed as determinants of population change. Irish Famine Data Atlas

In addition to this Population Change Atlas, the NCG also hosts the Irish Famine Data Atlas. This online Atlas of Irish Famine Data provides users with access to population and agriculture data for Ireland for this period. Using data from the Census of Population 1851 and the Agricultural Census of 1841 users can examine aspects of the Irish human and physical landscape at this time in Irish history. Electoral Divisions

The boundaries used in this atlas are based on the historic Electoral Division boundaries created in the second half of the 1840s. Here we have created a boundary set of 3,432 EDs (Electoral Divisions) in accordance with those set out in the 1851 census.

Fortunately EDs have remained remarkably stable over much of the island over time, making it possible to use the current day Electoral Divisions Boundary set along with an Ordnance Survey administrative map from 1891 to match the 1851 divisions with their corresponding areas.

Exceptions to this include EDs around Dublin, Belfast, Galway, Limerick and Galway, which increased significantly in number in the intervening years. Dublin city, for example, consisted of only two divisions in 1851 as opposed to the thirty four divisions that make up the geography of this area today. EDs that crossed county boundaries in 1851 also became problematic during the course of the project.

Northern Ireland Boundaries

The 1891 administrative map was also used to digitize the boundaries of Northern Ireland. Moreover, while Electoral Divisions continued to be used in Northern Ireland after partition there were many boundary, area and name changes, making pre-and post partition comparison problematic. To overcome this difficulty a post partition Boundary set had to be created to accommodate these changes and the mapped post-partition census data interpolated into the original 1851 Boundaries.

Similarly with the introduction of wards in Northern Ireland in 1971 electoral divisions became obsolete. Queens University Belfast have created 1 kilometre grid square data for the six counties and 100 meter grid square grid for urban areas for 1971, 1981, 1991 and the 2001 UK censuses, which they provided to us for the purpose of this project. This data was redistributed into the original 1851 Boundary set, so as to complete the mapping at a consistent set of ED boundaries.

Consequently, some EDs presented in this atlas will have undergone boundary, and in some cases, name changes since 1851 and as a result may not represent the exact geography of today’s Electoral Divisions. However, using a consistent set of boundaries provides us with a better lens on population change over time.

All Island Housing Monitoring Tool

The All Island Housing Monitoring Tool is one of three spatial data indicators projects undertaken by AIRO under ICLRD’s Cross-border Spatial Planning and Training Network (CroSPlaN). <?xml:namespace prefix = o />The indicator set contains data on a variety of themes that describe the characteristics of the housing sector on the island. Indicators are available at the Local Authority ‘District’ level (26) in Northern Ireland and at the Local Authority ‘County/City’ level (34) in the Republic of Ireland.

The housing indicators project has developed the following comparable ‘all-island’ themes:Housing Stock 1991 to 2009,Housing Completions,Housing Vacancy,Housing Tenure,and Housing Type

Users of Housing Indicator tool can now view the housing themes, explore patterns, monitor key indicators, present trends and importantly support decision making. Users can also query data and create user defined mapped outputs.

DEHLG Unfinshed Estates

Indicators available in the DEHLG Unfinshed Estates Mapping Module are based on the National Housing Development Survey report (a synopsis of which is available below) has been prepared by the DEHLG, working closely with local authorities, the National Building Agency and the construction industry. 

The survey includes 2,846 developments comprising

• All incomplete housing developments containing two or more dwellings that had commenced by the time of the survey (which was conducted from May to September 2010); and
• Any completed housing developments of two or more dwellings that were completed in the three years prior to the carrying out of the survey and where 10% or more of the dwellings in that development were vacant at the time of survey.

The survey does not include details of vacant one-off houses, details of second hand homes that may be vacant or houses that may be vacant for other reasons such as dwellings that are second homes or dwellings that may be derelict or obsolete.

 Housing Monitoring Tool 

The Housing Monitoring Tool is an interactive mapping tool which allows users to interrogate a wide variety of housing data from the CSO and DEHLG at Local Authority level. 

Users can create maps, view time series data, print maps, generate images and zoom into locations using a GoogleMaps background.

The module also includes the DEHLG 'Unfinished Estates' and NIRSA 'Ghost Estates'. 

Indices of Deprivation Dublin-2006

The interactive mapping tool for Dublin allows users to interrogate the results of deprivation measures for the Dublin counties at ED and EA level. This mapping module has been developed with the author of the indices Mr Trutz Haase. AIRO and Mr Haase are planning to launch follow on mapping modules for deprivation at EA level in Cork, Limerick, Galway and Waterford.

AIRO has also launched a mapping module of Deprivation in Northern Ireland. This data has recently been released by NISRA.

Regional Monitoring Tool 

The Regional Monitoring tool is a region comparison tool that allows users to make comparisons using one of the many monitoring indicators.

Mapping has been produced at NUTS III level with indicators developed using Census 96,02 & 06 data, CSO QHNS Data, DOEHLG Population Projections and Live Register data until 2010.

The indicators cover the following main themes:

• Population Projections
• Dependency Ratio
• Economic Status
• The Labour Market
• The Live Register
• Housing Type and Tenure
• Education Achieved; and
• Travel to Work   

Sligo-Enniskillen Retail Proximity

A retail proximity analysis was carried out for the Sligo Enniskillen area. The aim was to identify travel times to a selection of retail types cross tabulated with population and age profiles.
The proximity in minutes is mapped for three types of retail outlet:

• Vertically
• Integrated Store
• Discount Store
• Nearest Store
• The 2006 population is also mapped and all data is at ED/Ward level.

State of the Nation's Children 

This is Ireland's third biennial State of the Nation's Children report. These reports, which provide the most up-to-date data on all indicators in the National Set of Child Well-Being Indicators, aim to: 

·         Chart the well-being of children in Ireland;

·         Track changes over time;

·         Benchmark progress in Ireland relative to other countries

·         Highlight policy issues arising; 

The State of the Nation’s Children report is presented in four sections: Socio Demographics, Children’s relationships, Children’s Outcomes, and Formal and Informal Supports. The data available in these sections is represented in two modules, the International module and the National module.  

Data in the National Module (County, Health Areas, Garda Divisions......) is drawn from:

·         Census of Population

·         National Intellectual Disability Database

·         National Physical and Sensory Disability Database

·         National Perinatal Reporting System

·         Triennial Assessment of Housing Needs

·         An Garda Siochaine Juvenile Reporting System

Transport: Greater Dublin Area Commuting Module

The section in this module looks at work destinations for residents of the GDA. Using POWCAR data at ED level the number and percentage of each ED population who work in Dublin (4 Counties) is mapped.

The result gives us a distribution of where commuter numbers originate from within the GDA. Also mapped are the number and percentage of those who live in the GDA and work outside Dublin. This type of mapping allows the used to identify major commuter demand corridors within the GDA.

Live Register Office Monitoring Tool

This module concerns the 124 Social Welfare Offices in the Republic of Ireland. Data available within this module

includes All Persons on the Live Register by Social Welfare Office, Sex, Age Group and Month. 

Percentage change of the figures from the Social Welfare Offices is calculated month on month as data from the Department of Social Protection is realeased and between the current month and Febuary 2008.
